The United Nations Convention on the Rights of the Child defines a child as “a human being below the age of 18 years” and a young person is anyone below the age of 35 years.
The East and Great Horn of Africa region is dominated by children and young people, with a population of approximately 270.9m people, children and young people constitute 73.29% of this population (World Bank, 2004).
Over the past decade there have been youth bulges (large percentages of the population are youth) in sub-Saharan Africa and areas of the middle-East. The likely consequences of these are high levels of unemployment; their influences in shaping governance for example of Arab Spring in north Africa that was spearheaded by young people; the pressures and demands on service delivery such as health services; education and water and sanitation are likely to increase. The agricultural sector which employs between 60-80% of the population within the region and is a largest contributor to GDP of the countries within the region is likely to collapse because the young people shun agriculture. All these social indicators are likely to worsen over the next five years
Therefore over the next five years PEAs strategic goal is help cultivate a “healthy, empowered and engaged children and young people.” PEA over the next five years shall work with the young people and children and in partnership with child focussed organisations to illuminate the voices and issues affecting children and young people.
